NORDEFCO NATO/PfP Coordination, Liaison and Cooperation Course
1. Concept and Purpose of PfPCLC The aim of the course is to prepare nationally trained officers heading for a NATO-led Peace Support Operation for coordination, liaison and cooperation tasks in Peace Support Operations (PSO) and Military Operations Other Than War (MOOTW). A subordinated purpose is also to develop and improve the working skills of the individual student with emphasis on coordination, liaison and cooperation in order to enhance interoperability.
2. Learning Objectives Upon completion of the course the students should: -Understand the characteristics of the operational environment of HQ duties. -Understand NATO Terms and Terminology. -Understand the purpose of liaison and responsibilities of liaison officers. -Understand Tactics and Techniques for liaison officers in a PSO environment. -Have a working knowledge of how to implement meetings and negotiations with different counterparts and how to work with interpreters. -Understand gender issues at tactical level in PSOs. -Understand and work to prevent the trafficking problem in PSOs. -Understand the importance of media awareness in a PSO. -Understand and contribute to how to report and monitor. -Be familiar with PSO development and guiding documents. -Be familiar with cultural and religious challenges in a PSO environment. -Be familiar with IOs, with focus on their work in PSOs. -Be familiar with GOs/NGOs, their role and mandate, with particular focus on their humanitarian work. -Be familiar with UN/EU civilian police, their role and tasks in PSOs.
3. Student Criteria To be eligible to attend NATO PfPCLC, nominees must fulfil the following criteria: -Nationally trained staff officers ranging from Warrant Officer (WO) to OF-3 (Major). -Students have to fulfil at least the following language proficiency standards in English, as described in STANAG 6001: Listening (2), Speaking (2), Reading (2), and Writing (2). Language testing is a national responsibility. No additional training or translation will be provided. -Have basic knowledge of computer skills.
