| 14 September 2009 The Commandant of FINCENT, Lieutenant Colonel Esa Vanonen opened the NORDCAPS Western Balkans Military Observer Course (BALMOC) on Monday 14 September. The three-week course, arranged in Danilovgrad, Montenegro, lasts until October 2. The course is part of the Nordic Initiative, which aims at assisting the countries involved in the successful implementation of defence reforms. The first courses in this series were arranged successfully in February 2006 in Sarajevo, October 2006 in Belgrade, April 2007 in Tirana and October 2007 in Skopje. The aim of the course is to prepare officers for service as military observers in any Peace Support Operations mission and particularly for current UN-operations.
